Description
The OGP organization, which is the maintainer of EPSG database, is now known as IOGP (International Association of Oil & Gas Producers). We should rename at least in the source code.
We need to deprecate the Citations.OGP constant. But maybe we should not provide a Citations.IOGP replacement, since experience suggests that there is confusion about whether we need to use Citations.OGP or Citations.EPSG in source code. Since Apache SIS refers to IOGP only in the context of EPSG database, we should probably not provide any replacement, and keep only the current Citations.EPSG constant. This would remove a source of confusion.
Whether we should also rename "OGP" to "IOGP" in XML documents is still an open question. The http://epsg-registry.org site is still reporting "OGP" in their GML exports.
