[SIS-182] More dynamic table of content for the developer guide

Description

The developer guide (http://sis.apache.org/book/en/developer-guide.html) currently contains a static Table Of Content (TOC). Consider moving that Table Of Content in a HTML frame on the left side, to be always visible. The highlighted item should change when the user scroll down the page. This can be done using the Tocify plugin:

Note that Tocify generate the TOC dynamically by scanning the HTML page. Given the size of that page, it may not be desirable. Instead, we may want a static TOC with only the "scrollspy" feature of Tocify.
