[SHINDIG-1656] Actions feature does not declare it uses the actions rpc service id in its feature xml.

Description

When loading a gadget that uses the actions feature messages appear in the console saying we blocked calls to the actions rpc service id. This is because the actions service id is not declared as being used in the feature.xml.
