What steps will reproduce the problem?
1. on a 64 bit GNU/Linux system
2. scons PREFIX=/usr
3. scons install

What is the expected output? What do you see instead?

expected: install to /usr/lib64
actual: install to /usr/lib

What version of the product are you using? On what operating system?

1.3.0, GNU/Linux openSUSE 12.1, 12.2, 12.3, Factory (13.1)
