Investigate changing ROLE:PRIV model from M:N to 1:N

    Description

      Currently roles and privileges have N:M relationship.

      We should consider simplifying it to be 1:M relationship where every privilege belongs to exactly one role and a role has multiple privileges. This is likely to simplify the code.
