Create an initial branch for CI

    Description

      Since integration with Apache Kafka is big feature, an independent branch kafka is created for Kafka sentry integration, all patches of subtasks should submit to branch. The name of branch patch should be followed: SENTRY-XXX.001-kafka.patch, then Jenkins will test base on branch kafka.

      After all the subtasks committed to branch, we will merge it to master.
