Description

There will be 2 changes to make Sedona ready for GDAL 3.10:

1. GDAL 3.10 will disable opening "MEM::" datasets by default, GDAL_MEM_ENABLE_OPEN needs to be specified when loading MEM:: datasets.
2. SPATIALREFERENCE parameter is supported for MEM:: dataset since GDAL 3.7, we should use this instead of wrapping MEM:: dataset in a VRT.
