[SEDONA-3] Prepare the first Sedona release

Description

My idea is that in the first Sedona release (lets call it 1.0.0?), we will only support Spark 3.0 and 2.4.

 

We will have to change all file headers and classpaths.

 

In addition, we also need to update the documentation website and explain the GeoTools jar has to be downloaded by the users themselves.
