Description

Implement the branching command by creating a stream.

This feature is not implemented yet because (as stated in JazzBranchCommand.java) the "scm" command doesn't support stream creation.
But since RTC 4 it is possibe to create streams... (see http://www-01.ibm.com/support/knowledgecenter/SSYMRC_4.0.5/com.ibm.team.scm.doc/topics/create_stream.html)
