Description

When system locale disagrees with maven locale the date becomes unparsable.

The patch changes the time format used by the changelog to comply with ISO8601 date format and changes the mercurial command log call to template instead of verbose to gain control over the date format output and uses

{date|isdodatesec}

so that the command becomes locale agnostic.
