[SCB-2842] change default setting for connection timeout and zone-aware ratio

Description

1. connection timeout default value is 1000, which may cause timeout when many concurrent connections， change default to 60s.
2. zone-aware ratio is 50%, which may cause not using zone-aware at all for one az. change default to 30%.
