Description

Problem: When recovery from one AZ error, the initial instances of the recovering AZ may have very small instances. If the traffic is very big, using zone-aware will not have the ability to process the requests. 

 

Solution: add an `ratio` to control if using zone-aware. If the instances size is bigger than the configured threshold, then use or not use.
