[SANTUARIO-547] Catalog passed to XJC is in obsolete format

Description

On JDK 11, xjc during build fails with:

 

at org.codehaus.plexus.classworlds.launcher.Launcher.main (Launcher.java:347)
Caused by: org.apache.maven.plugin.MojoExecutionException: An Ant BuildException has occured: javax.xml.catalog.CatalogException: JAXP09030002: Failed to parse the catalog file.

...I'm using different way to invoke XJC but the issue is likely the same with the maven plugin because catalog format being used is not supported by JDK anymore, see  JDK bug for details
