Description

The current commons-id documentation references the expired IETF UUID URN
drafts. The specification was recently been published as the RFC 4122, and the
documentation references should be upgraded accordingly.

The attached patch against the latest SVN sources upgrades these references and
quotations to RFC 4122.

The RFC 4122 does not seem to specify any major changes that should be reflected
in the existing code.
