Add checksum to OFFSET file to validate against any data corruption

    Description

      We are using the offset stored in a file to restore the state. If the file is corrupt, then we may rebuild a partial/incorrect state.

      Hence, we need to store checksum in the offset file to make sure we don't read and act on a corrupted value
