Expose logs in samza-standalone JobRunner

    Description

      The JobRunner in samza-standalone should have the option to serve its local logs. This will allow the samza-standalone UI proxy (SAMZA-558) to link to logs for individual containers. This has been a big pain point with YARN, for those running YARN without HDFS. Allowing easy access to container logs from a centralized UI will be a win.

      This feature should be optional, to allow those who care about the security of their logs to disable it. Still, it should be on by default.
