Consolidate the ExecutionPlanner to handle both high-level DAG and low-level single node jobs

    Description

      Currently, ExecutionPlanner only works for high-level DAG. It would be nice to consolidate the JobGraph generation and configuration generation between high-level DAG and low-level single-node jobs.
