These were found as part of preparing for 3.2.11 release.

• Copyright year in NOTICE needs updating
• s/RYA/Apache Rya/ in the README
• This file has the wrong license header (including a copyright line which should not be present):
  extras/rya.export/export.client/src/main/java/org/apache/rya/export/client/conf/TimeUtils.java
