Restrict the creation of new blog

    Description

      Currently there seems to be no way to restrict a user from creating new blog, is this true?
      Here's what I did:
      1) as an administrator, I created another user, say user1, with no admin rights.
      2) now login as user1.
      3) click on "Create new blog"... and off I go...

      My point is that I would like to create some users with "very limited" rights – one with rights to draft blog (pending on review) and nothing else. Is this possible? Otherwise, it's sorta defect the point of creating an user without admin rights. Such user can simply create new blog and yep all days without being approved.
