[ROL-1032] Confirmation message when moderated comment is submitted

Description

Currently, when a reader posts a comment on a blog that has comments moderation enabled, they get no indication that their comment submission was successful and are presented with the blank comments form. This could lead the reader to think comments is not working and/or attempt to repost their comment.

Upon successfully submitting a comment on a comment moderated blog, instead of rendering the empty comments form, render the following message to the commenter:

"Your comment has been submitted to the weblog owner for review and will be posted upon approval."
