[ROCKETMQ-240] restart broker result in consumerOffset greater than brokerOffset

After the rocketmq restart, the monitoring console consumer delay is -13183, after viewing the details found that consumerOffset is greater than brokerOffset, and later led to news pulled tens of millions of historical messages re consumption. 13 of them were normal, and the other 5 were the problem.
