[REEF-975] Remove "incubating" from http://reef.apache.org/

Description

We can now safely remove all instances of incubating and Incubation from http://reef.apache.org/ , except for those which refer to historical data about releases 0.10.0-incubating .. 0.13.0-incubating.

We should also remove the whole Disclaimer from index.html and replace incubator banner with Apache banner, similar to http://hadoop.apache.org/.

We can probably bundle edits of incubator-reef\README.md and incubator-reef\lang\java\reef-tang\README.md here, as they play website role as well.
