Description

This issue aims to fix REEF javadoc generation errors in Java 8.
(So far, `mvn javadoc:aggregate` fails in JDK 8.)

• Upgrade maven-javadoc-plugin from 2.10.1 to 2.10.3
• Remove broken '@throws', '@links', '@param'
• Use '@code' syntax for code snipet: e.g. {@code EventHandler<DriverMessage>}
• Replace '<p/>' into '<p>'
• Use <a> tag for hyperlinks
• Replace '&' into 'and'
• Add missing '@param'
• Fix usages of '@see'
