Migrate REEF website code from a private repo to REEF repo

    Description

      Include the website source code in the project source code so that it can be managed with issues and PRs and edited by the committers, just like the existing code.

      I propose reef-website as the package name such that the code goes into $REEF_HOME/reef-website.
