Description
Currently we only sign dlls for release version as it is required by NuGet. Required by clients who use REEF debug version dlls, they would like us to sign debug version. This is because if the client's dlls is signed, REEF must be signed as well.
We didn't sign debug version before. It was because .Net and jar file were built separately in history. The driver.dll wrapped in jar file and the one at .Net code may be out of sync if they are signing in differently. Now since they are build at the same time, this issue is not a problem any more.
