Description

Right now, the DriverRestart Example does not have DriverRestartEvaluatorFailedHandler bound. It also determines whether a task was recovered based only on a restart flag. This can be improved since REEF now passes the set of Evaluator IDs to expect on restart, and we can and should distinguish these tasks with the provided set of Evaluator IDs instead of only on a flag.
