Description

When supporting multiple communication groups, you may need to create them with different fanOuts.
Current code just allows to specify a fanOut configuration parameter and every communication group created uses that.
We will need to add a method to the GroupCommDriver interface to support this, i.e. creating communication groups with custom fan outs.
