DataLoadingRequestBuilder should use the desired number of input splits defined by the user

    Description

      DataLoadingRequestBuilder.setInputPath is setting the number of desired splits to 0. If the user then sets that number to be something different (by using DataLoadingRequestBuilder.setNumberOfDesiredInputSplits), we are ignoring it.
      We need to fix it
