[REEF-490] Expose configuration to preserve containers across application on YARN

Description

Currently, there is no direct way in the configuration for users to decide whether or not to enable the preservation of containers across application attempts or the maximum number of application attempts for a REEF application. Configuration options should be added to enable more control. More specifically, maximum application attempts should be added to the general configuration while container preservation should be added to the restart configuration.
