Description

As per the discussion on the mailing list, we need to
1. Create a directory 'lang/java/reef-applications/vortex' and a pom file for 'reef-applications' submodule
2. Add 'reef-applications' submodule to the pom file at the root directory
3. Create a new JIRA 'Component' named 'Vortex'
