Updating Org.Apache.REEF.Bridge.JAR does not update the jar files

    Description

      When a user of our NuGets updates the Org.Apache.REEF.Bridge.JAR NuGet, the jar is in fact not updated. Instead, NuGet prints a message indicating that the file already exists and therefore is not copied.
