[REEF-242] Cleaning bin folder doesn't work for console projects

Description

We added clean up for output folder in the build script. However, it cannot remove vshost.exe files which are auto generated for console projects because they are still running. We need to take out the auto generation for vshost file in console projects such as Org.Apache.REEF.Client and Org.Apache.REEF.Examples.HelloREEF.
