[REEF-2063] Local runtime swallows exceptions of job submit failures

Description

In local runtime, when a submitted job fails to spawn a driver process (e.g., fail to find java binary due to absence of JAVA_HOME), app/users should wait until timeout without any early notification nor the cause of failure.
