Migrate from FindBugs to a newer version of SpotBugs

    Description

      FindBugs tool that we use for REEF code analysis is being retired; we need to switch to a newer SpotBugs tool instead. This requires changes in pom.xml files as well as findbugs/spotbugs config files and most likely updates to the REEF code if SpotBugs discover new issues in existing code.
