[REEF-1998] Azure Block Blob File System apis should create container if it does not exist

Description

Currently, the Azure blob storage container needs to be created before one can start using the the azure block blob file system as the apis need the container url. This experience is not consistent with the Azure Data Lake FileSystem where the directories in the passed url are created if not exists. This issue needs to be fixed
