Description

Currently REEF.Client reference TransientFaultHandling.Core but it is not in nuget dependency in the spec. Same thing is REEF.WAKE nuget spec.

Also for client to create hello REEF like project, when they reference REEF.Client, we would like Evaluator NuGet also installed automatically. Hence need NuGet dependency in the REEF.Client for Evalautor.

This will reduce any manual steps involved in creating a simple reef app.
