Description
When @Unit is missing, Tang should give an early error. But this is not the case.
The client code (without @Unit) compiles and runs with the rest of code happily, but none of the user-defined event handlers is invoked since Tang does not bind the event handlers properly.
This issue is ported from https://github.com/Microsoft-CISL/TANG/issues/175.
