[REEF-1829] Apache license checker complains about files in .vs/ directory

Description

When building REEF.NET in VisualStudio 2017, there are files created in reef/lang/cs/.vs/
directory, e.g. reef/lang/cs/.vs/Org.Apache.REEF/v15/Solution.VC.db-wal. This directory is in .gitignore, but not in the exclude section of apache-rat-plugin. We need to update our root pom.xml to fix that.
