REEF.NET build contains many warnings when producing NuGet packages

    Description

      The REEF.NET release build produces many build warnings when producing nuget packages. It complains that it is attempting to add a dll that already exists in the package.

      The packages themselves are correct, but we should try to get rid of the warnings.
