Evaluator fails to start on Unix if $JAVA_HOME is different on the Driver and on the worker machines

    Description

      We have to stick to the Spark and YARN standard and use the {{JAVA_HOME}} notation for the remote java path. This fix was done in REEF-1665 for the Driver, but not for the Evaluators.
