Trivial Description
MaximumNumberOfEvaluatorFailuresExceededException class was created in REEF-1224, and was used in IMRUDriver to signal that too many evaluators have failed. Since then that part of the code has been rewritten, and we no longer use an exception in this scenario (but a graceful shutdown instead). This class is unused and should be deleted.
