[REEF-1482] Driver does not exit even if all the task exit normally

Description

Recently, upon running IMRU with large number of mappers, it is observed intermittently that the driver does exit while all other tasks (map and update) exit normally without any issues. The problem is not specific to IMRU driver, it just shows up in IMRU runs because they are our most used scenario which requires a lot of evaluators.

The aim of this JIRA is to fix it.
