[REEF-1420] Dispose IGroupCommClient/Network Service from IMRU tasks

Description

Currently IMRU tasks do not dispose IGroupCommClient, resulting in NetworkService and other resources not closed properly. When we are trying to re-submit a task on the existing Evaluator/context, the env on the evalutor/context is not clean, that may make the new task fail again.
