Clean up folder structure of REEF Bridge

    Description

      REEF Bridge currently follows a rather archaic folder structure with unneeded nesting like lang/cpp/reef-bridge-clr/src/main/CSharp/CSharp/ClrHandler. Also, it produces output in non-standard places like lang/cpp/reef-bridge-clr/src/main/Cpp/CppBridge/JavaClrBridge/x64/Release/. This needs to be cleaned up to make e.g. the Apache RAT check configuration more sensible.
