Add an EvaluatorConfiguration for the .NET Evaluator

    Description

      Right now, we rely on using ServiceConfiguration as the base Configuration for the Evaluator in REEF.NET. However, this is not sufficient because ServiceConfiguration does not change parameters used to construct the underlying Evaluator itself. We should add an EvaluatorConfiguration for REEF.NET piped through the bridge.
