Description

This issue adds Apache REEF into the following sites.

• Apache Main Page: http://www.apache.org/index.html
• Apache Projects Directory: https://projects.apache.org/

According to the https://svn.apache.org/repos/asf/comdev/projects.apache.org/README_NEWTLP , the following items are needed.
1. Add reef.rdf in https://svn.apache.org/repos/asf/comdev/projects.apache.org/data/committees/
2. Add a link to reef.rdf in https://svn.apache.org/repos/asf/comdev/projects.apache.org/data/committees.xml
3. Upload doap.rdf in http://reef.apache.org/doap.rdf
4. Add a link to doap.rdf in https://svn.apache.org/repos/asf/comdev/projects.apache.org/data/projects.xml
5. Add a link to https://svn.apache.org/repos/asf/infrastructure/site-tools/trunk/projects/xdocs/create.xml
