[REEF-1087] Make a pass through C# projects to hide APIs that are unnecessarily public

Description

Currently, many of the C# APIs are unnecessarily public and should never have been used by the user. We should make a pass through all the C# projects before our next release to hide/remove/deprecate such APIs. Note that we should only fix the APIs that are not expected to be used by the user in this item – for example, classes exposed specifically for the interop layer.
