[REEF-1050] Make Evaluator and Common friend assemblies and make classes internal sealed

Description

Classes such as EvaluatorRuntime, ContextRuntime, HeartbeatManager...etc should not have been exposed to users in the first place. Provided that there are many shared classes between O.A.R.Common and O.A.R.Evaluator, we should make them friend classes and make classes mentioned above internal. This issue has been raised on the @dev mailing list and this change will not go through a deprecation phase.
