    Description

      Implement .NET REEF client using YARN REST API implementations we have added in REEF-744 and REEF-757.
      Other pieces needed to complete the picture are using generic JobResourceUploader added in REEF-940 and REEF-902.

      This brings all the ground work for a viable client with no Java installed together. Further this creates a path for creating a wrapper HDInsight client using these primitives.
