[REEF-1013] C# Evaluator does not work on HDInsight

Description

Currently, the C# Evaluator does not work on HDInsight due to HDInsight binding TempFileCreator, and C# does not recognize it as a Java named parameter. This is just a temporary fix to get it working, but I believe there are more serious issues with maintaining compatibility between different runtimes and languages here:

1. We should not be checking in an evaluator.conf every time we change something on the Java side.
2. If a parameter is passed to the C# side from Java configuration, we should not have to add something in C# to identify it all the time, with the alternative being the failure to launch Evaluator.
